Konumu itibariyle, Doğu Anadolu Bölgesi'ni batıya bağlayan yolların kavşak noktasında bulunmaktadır. İli, doğudan Bingöl, kuzeyden Keban Baraj Gölü aracılığıyla Tunceli, batı ve güneybatıdan Karakaya Baraj Gölü vasıtasıyla Malatya, güneyden ise Diyarbakır illerinin arazileri çevrelemektedir.
